Content Web Hooks for Headless Implementations using the REST API

If a developer is using Agility as a Headless CMS, and are using the REST API to get content, they will need clear their cache in order to know when a piece of content has been updated.

Need a place where developers can register webhooks to multiple environments so they can write their own logic to clear cache.
